Billy Horne

HBC was established in 1950 by Billy, Tommy and MJ Horne with the simple idea “give the customer what they pay for and deserve; Quality work with a timely completion.”  Since its inception HBC and specialized in commercial construction.  As President, Billy operated Horne Brothers Construction until 1991, when he handed the reigns to his son, Jack.  Charles, another one of Billy’s sons, joined HBC to help continue the Horne Brothers tradition. As past President, Billy is still involved in the daily business.  You are likely to see Billy on a dozer, a tractor or perhaps on one of your jobsites at any time.

Jack joined HBC in 1981, following in the footsteps of his father and co-founder of the company, Billy Horne.  Working alongside his father, Jack helped to diversify the company as they completed projects throughout the country.  In 1991, Jack was named President of HBC. Seeing the renewable energy market beginning to grow, Jack and his brother Charles co-founded Power Partners LLC, a company specializing in power collection systems for wind farms.  After selling Power Partners LLC to MasTec in 2007, Jack served as their Sr. Vice President of Operations from 2008-2012. He returned to Horne Brothers Construction in 2012 to start the HBC Solar Division. To date, HBC Solar has installed over 3.3 GW of solar with 450 employees.

After working with UPS and EDS, Charles Horne re-joined HBC in 1996 as Vice President of Operations.  Charles is no stranger to construction and has a thorough knowledge of safety, finance, leadership and hands on field work. He has an undergraduate degree and graduate degree from North Carolina State University.  Charles is a licensed General Contractor in multiple states including: North Carolina, Tennessee, Virginia, West Virginia, Florida, Georgia, Alabama, Mississippi, Louisiana and Indiana. Today, Charles is the acting Chief Financial Officer over all HBC Companies.

Tom has worked in management for more than twenty years with a diverse background in construction and sales management. Tom’s expertise ranges from managing large wind farms to small residential solar jobs. He has overseen projects ranging in size from a 262 MW solar field down to a 15 KW rooftop solar project. Tom is dedicated to providing unparalled customer service in our Solar Division through his knowledge, experience and ability to manage any project to a successful completion.

As a graduate of East Carolina University, Nick obtained a BS in Construction Management and a Minor in Business. Nick, his wife Melissa, and daughter Kendal reside in Stedman, NC. He has been an HBC asset since 2012. Nick sustains crew schedules, sets overall company objectives, and optimizes crew efficiency based on specialty. Nick is a member of the National Association of State Contractors.

Rhett Bunce has been employed by Horne Brothers Construction for over 5 years. At Horne Brothers, Rhett is directly responsible for all Request for Proposal on the Solar Division. Working with a team of pricing experienced personnel, Rhett facilitates quotes throughout the division to ensure competitive quotes and effective communication is achieved. Rhett graduated from North Carolina State University with a Bachelor’s degree in Civil Engineering and in 2018, became a Licensed Professional Civil Engineer.

Tripp is a native of Eastover, NC. He obtained his associates degree in Agricultural Business from North Carolina State University. Tripp came aboard the HBC team in December 2014, where he utilizes his talents in environmental protection. He directs multiple civil professionals and is in charge of all heavy civil operations. Tripp is a member of the Southeast Cement Association, Certified SC Erosion Prevention and Sediment Control Inspector, NC Level II Erosion Control/Stormwater Site Manager and VA Responsible Land Disturber.

Erosion Control Manager
Justin is a native of Clinton, NC. He obtained a degree in Agricultural Business Management and Livestock and Poultry Management from North Carolina State University. Justin joined HBC in May of 2015 as an Erosion Control Crew Leader. Since then he has successfully worked his way up to the Erosion Manager. He now manages our crews of erosion professionals to make sure all sites are in compliance with environmental laws. Justin is a Certified SC Erosion Prevention and Sediment Control Inspector, NC Level II Erosion Control/Stormwater Site Manager and VA Responsible Land Disturber.

Victoria Crumpler is a Stedman, NC native and graduate of the University of North Carolina at Wilmington. She joined HBC in March of 2014 and was brought onto our estimating team in 2015. By focusing on assesing prints, reviewing scopes of work, and having one-on-one conversations with customers, Victoria is able to provide competitive bids in a timely fashion.

Field Engineer
Will is a native of Stedman, NC and a gradute of the Biological and Agriculture Engineering department at North Carolina State University. Will joined HBC in December of 2017. As our field engineer, he is involved in GPS strategies, land development planning, machine control modeling, preconstruction bidding, and topography solutions. Will is a member of the American Society of Agricultural and Biological Engineers and Southeast Cement Association.

Elizabeth has a BA is Psychology with a Minor in Spanish from Kansas State University and an MBA from AIU. She has worked in the renewable energy market for 12 years and specifically in solar for 7 years. Her role at HBC has evolved from assisting with solar operations and accounting to reviewing contracts and ensuring proper legal documentation of projects.

Tim joined HBC in APRIL, 2016 with over twenty years of experience in Enviromental Safety and Health. Tim has a B.S. and M.P.H from The George Washington University and a Master  Certification in Project Management. Tim holds several certifications in safety and health and was a OSHA Compliance officer with the State of North Carolina for nine years.

Communications Director
Lee recently joined HBC in 2019 as the Communications Director. Lee controls the flow of information between the organization and the public, determines marketing strategies, and directs public relations campaigns. He also works with the leadership team, managers, crew leaders and employees to create policies, procedures and processes that allow the company to run smooth and efficient. Lee has an undergraduate degree from Appalachian State University, and a graduate degree from the University of North Carolina at Pembroke. He resides in Stedman with his wife Emily and their two children Davis and Isabel.

Fleet Manager
As the Fleet Manager, Mike tracks construction equipment to include hours of operation, as well as, location through use of GPS and manual tracking systems. Fleet managment must work in conjuction with the HBC’s maintenance shop coordinating and scheduling the servicing and repair of the equipment. Cost analysis charts are developed to understand operating expenses for each job site. Mike is responsible for logistics and transportation of fleet and equipment to and from the construction sites.
